The Hon’ble High Court at Patna has referred a case for investigation by CBI. The case related to the death of a Civil Engineer posted in Sitamarhi District of Bihar.
His dead body was found in the broad daylight in the Collectorate building at Sitamarhi. Earlier, the district police registered a case against an unknown person to investigate the matter. The conclusion of the State Police was that it was a suicidal case.
The logic behind this was a small note recovered from the possession of the deceased. It was written by the deceased that, “I am of no use, nobody cares for me.” This small note was enough for the investigating officer to draw a conclusion that it was a case of suicide.
The matter was thereafter brought to the notice of the Hon’ble High Court, challenging the version of the local police. According to the petitioner, it was a case of murder. The Hon’ble Court directed the CBI to investigate the matter.
Investigation was thereafter taken up by the Central Bureau of Investigation and the case was finalized within the shortest possible time. I was the investigating officer of that case.
During investigation, it was found that the deceased was a chronic patient of piles and was badly disturbed with this ailment. Clubbed with this, he had some problems with the local contractors and was disturbed because of non-execution of work.
He, therefore, came out heavily on the contractors, which became the root cause of his problem. The deceased was a bold man. He approached the local Superintendent of Police for protection and applied for a bodyguard.
He vigorously pursued that matter with the District Magistrate and the SP, both with no result. The deceased was unhappy with this development and this was the root cause of his frustration.
The note recovered was written out of depression and, therefore, the conclusion of the Police that it was a suicidal note had no logic.
One fine morning, at about 11.00 AM in the morning, the deceased went to the Collectorate building. He asked his driver to wait outside. Thereafter, he closed the Atal stairs and was seen going at the roof of the building.
After about half an hour, people saw his body on the ground and it was identified that somebody fell down from the roof of the building. His wrist watch and slipper were lying on the roof.
There was no clue whether the deceased jumped from the building or was pushed. Investigation was concluded at the juncture only.
A report was filed in the Hon’ble High Court, which was appreciated and accepted by the Court. The dues of the deceased were settled by the Government, since a case of suicide could not be corroborated during investigation.
