Yet, his humility and commitment to service define him. As Special CP, Delhi Armed Police, he ensures robust security operations and discipline within the force, turning challenges into opportunities for strengthening public safety.
A Childhood Shaped by Grit
Born into the Apatani tribe in Hong village, Arunachal Pradesh, Hibu grew up as a farmer’s son in a world of scarcity. At Kasturba Gandhi Ashram School in Ziro, his resolve shone brightly. One stormy morning, while others stayed home, young Hibu trekked 10 kilometers to attend classes, earning his teachers’ admiration. This determination foreshadowed the extraordinary leader he would become.
An academic standout, Hibu secured scholarships like the Arunachal Pradesh Merit Scholarship, CBSE New Delhi Scholarship, and Nehru Memorial Scholarship for excelling in History Honours. His path, however, was not free of prejudice. At a renowned school, his admission was unfairly revoked to favor a minister’s son. Years later, as an IPS officer invited as a guest, he courageously addressed this injustice, showcasing his commitment to equity.
A pivotal moment came during a train journey to Delhi for his master’s at JNU. Despite a reserved seat, he was forced to sit near the toilet to accommodate an officer. This indignity fueled his ambition, leading him to crack the UPSC exam on his first attempt while earning a first-class Sociology degree, a testament to his resilience.
A Career Rooted in Security and Inclusion
As Special CP, Delhi Armed Police, Hibu has bolstered the operational readiness of Delhi’s armed forces, ensuring swift and effective responses to security challenges. His earlier roles, including Chief of Security at Rashtrapati Bhavan, highlighted his leadership, but his legacy lies in fostering inclusivity. In 2016, Hibu founded Helping Hands, a non-profit dedicated to empowering North-Eastern communities. By 2025, the NGO has transformed countless lives through education, healthcare, rehabilitation, and counselling. During the 2020-2021 pandemic’s economic fallout, it delivered food and essentials to over 1 lakh stranded Northeasterners in Delhi, earning widespread recognition.
Helping Hands provides dignified final rites for families in need and offers career and mental health counselling to youth, guiding them toward constructive paths. In 2024, the NGO launched a digital platform connecting over 5,000 North-Eastern youth with mentorship and job opportunities in a hybrid work landscape. Partnerships with organisations like Aakash, Vajiram & Ravi, MAX, AIIMS, and IndiGo have bolstered its impact, providing scholarships, affordable healthcare, and free transport for the deceased.

In 2025, Hibu’s role as Special CP, Delhi Armed Police has introduced cutting-edge training programs and technology, including AI-driven tools to enhance operational efficiency and coordination.
