Born in Rohtak, Haryana, Tushar arrived in the United Kingdom in 2013 at the age of 10 alongside his parents. His mother, Parveen Rani, an accomplished educationist and dedicated public servant, became his guiding star.

Just one week after Tushar’s historic appointment, Parveen was elected the first Indian-origin Mayor of Hertsmere Borough Council on May 20, 2026. Having served as a councillor, Cabinet Member for Street Scenes, Parks, Leisure and Culture, and Global Envoy for Film and Television, her remarkable journey from immigrant roots to civic leadership profoundly shaped Tushar’s values of resilience, cultural pride, and selfless service.

Tushar’s own trajectory sparkled with promise during his years at King’s College London, where he studied Political Science. The Civic Leadership Academy refined his public speaking and confidence, while the University Officers’ Training Corps instilled discipline and teamwork.

Still a student, he won election to the Elstree and Borehamwood Town Council in 2023 at age 20, becoming one of the youngest ever and swiftly rising to Deputy Mayor. On May 13, 2026, in a moving ceremony at Fairway Hall, he was formally installed as Mayor—a moment brimming with symbolism for young immigrants and aspiring leaders nationwide.

What truly distinguishes Tushar is his unwavering commitment to social causes that touch lives directly. As Mayor, he has selected WD6 Food Support, a vital voluntary network aiding needy residents with food security, as his official focus charity.

His passion for youth empowerment shines through his support for Bookmark Reading Charity and literacy programs. Drawing from professional experience as a Policy Advisor at the Department for Work and Pensions (DWP) and a Research Analyst for a national LGBTQ+ charity, he champions inclusive community events, better access to public services, and initiatives such as free Hindi classes to help British-Indian youth preserve their heritage while fully embracing British life.

Tushar approaches his role with refreshing authenticity and maturity. He strives to remain visibly present in the community, supporting local organisations and inspiring more young people to enter public service.

Collaborating with his new Deputy, Councillor Linda Smith, and building on the guidance of predecessor Dan Ozarow, he serves on key committees including Environment & Planning, Entertainments, Youth Council, and International Affairs.

Tushar: She has been my greatest inspiration. Watching her serve with such passion taught me the importance of dedication, cultural pride, and giving back. Her recent election as Mayor fills our family with immense pride and motivates me daily.

Tushar: It is an incredible honour and a profound responsibility. It demonstrates that young people, particularly from immigrant backgrounds, can lead and drive meaningful change.

Question: Can you highlight your key social initiatives?

Tushar: Supporting WD6 Food Support for families in need and Bookmark Reading Charity for youth literacy are central. I also organise inclusive events and advocate for stronger public services.

Question: What challenges arise with young leadership?

Tushar: Some may underestimate you due to age, but consistent results and community listening overcome that. The support I receive far outweighs any skepticism.

Question: What advice would you offer aspiring young leaders?

Tushar: Start locally. Volunteer, seek mentors like my mother, speak up, and believe in your capacity to create change—don’t wait for the “right” time.
