IPS Bhisham Singh: A Life in Service of Justice

Bhisham Singh, an eminent officer of the Indian Police Service, has dedicated more than two decades of his professional life in molding the security framework of India. His career exemplifies perseverance, devotion, and absolute faith in justice. His leadership and valor, which earned him numerous accolades and fame, has always been on display as he dealt with the internal organized crime syndicates and neutralized terrorist threats on various occasions. 

Early Life and Education 

Bhisham Singh was born on March 1, 1969, and is an Indian nationality holder. He has built an exceptionally well-rounded professional career and academic endeavors. His academic qualifications, which include Bachelor of Science in Geology, Mathematics, and Physics, from the year 1987 to 1990, along with M. Tech in Applied Geology from 1990 to 1993, in which he graduated with first division, gives him an analytical and investigative edge that proved beneficial to him during his career in law enforcement. 

In order to gain further professional heights, Singh undertook an array of specialized training such as office automation, bomb and IED detection and post blast awareness with the Federal Bureau of Investigation in USA in Los Angeles. 

A Stellar Career in Law Enforcement 

Singh joined the Indian police in 1998 and headed the Delhi North District as an Assistant Commissioner of Police. He has progressively expanded his work career since then.

In 2009, Singh led an operation that neutralized the infamous “Bikers Gang” during an encounter, a feat that earned him the prestigious Police Medal for Gallantry in 2010. His relentless pursuit of criminals extended to organized syndicates, including a counterfeit currency racket linked to Pakistan. His team recovered the largest-ever consignment of fake Indian currency notes worth ₹2.25 crore.

Cyber Crime and Intelligence Operations

As Deputy Commissioner of Police (DCP) Crime (Cyber Cell) from 2019 to 2021, Singh played a vital role in tackling emerging cyber threats. He supervised high-profile investigations, dismantling criminal networks engaged in online fraud, cryptocurrency scams, and data breaches. His expertise in intelligence operations also led to the busting of espionage rackets, including the arrest of Pakistani intelligence operatives involved in national security breaches.

Major Investigations and Cases

Singh has been instrumental in solving some of the most sensational criminal cases in India. His investigative prowess was crucial in:

  1. Cracking the Soumya Vishwanathan murder case, where he invoked the stringent Maharashtra Control of Organized Crime Act (MCOCA) against the accused gang.
  2. Arresting Abdul Shakeel Basha, a former CPI(M) leader involved in extremist activities.
  3. Leading the investigation into the Ponty Chadha murder case and solving the high-profile Deepak Bhardwaj daylight murder case.
  4. Busting a gang involved in stealing official documents from the Ministry of Petroleum and Natural Gas.
  5. Unearthing a fake EWS certificate scam, which exposed fraudulent school admissions in Delhi.

A Leader in Law Enforcement

Beyond high-profile criminal investigations, Bhisham Singh has actively contributed to community policing and public awareness programs. As ACP in the Crime Against Women (CAW) Cell, he implemented safety measures and conducted self-defense training for women. His tenure in the traffic police saw the launch of multiple awareness campaigns aimed at reducing road accidents.

Currently serving as Deputy Commissioner of Police, Security, Delhi, Singh oversees security arrangements for VIPs, VVIPs, and foreign dignitaries visiting India. His leadership ensures the highest level of protection for national and international officials, reflecting his expertise in security management.

Singh’s distinguished service has been recognized with multiple awards, including:

  1. Police Medal for Gallantry (2010): For his brave leadership in neutralizing the “Bikers Gang.”
  2. Utkrisht Seva Padak (2019): For his exceptional service in crime detection and law enforcement.
